Representative Andy Barr

Andy Barr has served as Kentucky’s Sixth District Congressman

since 2013. Congressman Barr is a senior member of the House

Financial Services Committee and a member of the House Foreign

Affairs Committee. Congressman Barr also serves as the Ranking

member of the Financial Services Subcommittee on National

Security, International Development and Monetary Policy. This

Subcommittee has oversight over the Federal Reserve and plays a

huge role in addressing the inflation crisis.
In 2020, Congressman Barr helped devise the Paycheck Protection

Program (PPP), delivering over $1 billion in forgivable loans to

small businesses and keeping paychecks flowing to thousands of workers and their families in the Sixth District throughout the height of the pandemic. Additionally, Congressman Barr is a key champion for Kentucky’s signature industries in Congress, serving as the co-Chair of the Congressional Horse and Bourbon caucuses. Congressman Barr graduated from Lexington's Henry Clay High School in 1992, earned his Bachelor of Arts degree in Government and Philosophy from the University of Virginia in 1996, and received his law degree from the University of Kentucky in 2001.
Congressman Barr and his late-wife Carol have two daughters, Eleanor and Mary Clay.

Brad Bolton

Brad M. Bolton is chairman of the Independent Community

Bankers of America ® (ICBA), the only national organization that

exclusively represents community banks. Bolton is president, CEO,

and senior lender for Community Spirit Bank in Red Bay, Ala.

Bolton serves in many leadership roles at ICBA. He is chairman

of the ICBA Executive Committee and the board of directors.

He is a member of ICBA’s Federal Delegate Board and its Policy

Development and Nominating committees. He is a member of

ICBA’s ThinkTECH Selection Committee and serves as the Executive Committee liaison to the Bank Services Committee.  Bolton has previously served on the board of directors as chairman of the Bank Education Committee and has also served on several other committees. A second-generation community banker, Bolton is also active at the local level. He served as past chairman of the Alabama Young Bankers known as Leadership
Community Bankers. He serves on the Legislative Committee of the Mississippi Bankers Association. He is an elected member of the Red Bay, Ala., City Council and is an appointed member of the Franklin County Community Development Commission. He previously served on the Atlanta Federal Reserve Board’s Community Depository Institution Advisory Council. Bolton has a Bachelor of Business Administration from the University of West Alabama. He is a graduate of the Barret School of Banking in Memphis, Tenn. He lives in Red Bay, Ala., with his wife, Julie. They have two daughters, a son, and a son-in-law.

Scott Kimel
Senior Vice Presidents, FNBB / BBKY Capital Markets

From South Miami, Scott is a graduate of the University of South

Florida and has worked for and with community banks in the

investment area for the past 18 years.  Scott was instrumental in
developing FNBB’s partnership with the Bankers Bank of Kentucky,

working primarily with community banks throughout Kentucky and

West Virginia. He is married to Jenny and has two children.

Richard Robey
Senior Vice President, FNBB / BBKY Capital Markets

Originally from South Miami, Florida, Richard Robey graduated

from a Samford University in Birmingham, Alabama with a degree

in Finance and shortly thereafter, obtained an MBA from UAB.
Richard began his career in banking in 1980 with AmSouth.  

Before moving into the investment department in 1983, Richard ran

AmSouth’s New Orleans large asset lending office and spearheaded

the bank’s entry into aircraft lending in Dallas.  Over the past 39

years, Richard has served community banks in numerous states

safely and effectively helping manage their investment portfolios.  Richard is married to Marla and has 3 sons.

Charles Vice

Charles A. Vice was appointed commissioner of the Department of

Financial Institutions (DFI) in August 2008. As the commissioner

of DFI, Vice has responsibility for the regulatory oversight of all

Kentucky state-chartered financial institutions. Vice is currently

serving on the National Association of State Credit Union

Supervisors (NASCUS) Regulator Board. Vice also served as chair of

the Conference of State Bank Supervisors, and he currently
serves as the Chair of the CSBS Education Foundation.
Prior to joining DFI, Vice was an employee of the Federal Deposit

Insurance Corporation (FDIC) for 18 years. He earned a bachelor’s

degree in finance from the University of Southern Mississippi and graduated from Biloxi High School. He resides in Lexington, Ky.

Jon Taylor

Jon Taylor is an Economist with the Federal Reserve Bank of

St. Louis in the Supervision Policy, Research and Analysis

department within Supervision. Jon is a PhD Candidate in Finance

at Florida Atlantic University in Boca Raton, FL. Jon moved to

St. Louis in December of 2021 to continue his research in predicting

bank failures using machine learning and to contribute to bank

research within the Federal Reserve System. Jon lives in Creve

Coeur, MO with his Fiancée, Sarah, a 3 rd grade teacher. Jon is also

very knowledgeable about cryptocurrency, having been involved in

the space since 2012. Jon got started by mining bitcoin on a gaming

PC as a contributor to Slush Pool, a miner’s collective. Jon contributes to the body of work on cryptocurrency within the Bank by writing issues briefs for internal publication and by leading training sessions to demonstrate how to use the Ethereum network and monitor transactions on the blockchain.
